He holds a Ph.D. in Law from the University of Brasília (UnB) and has an interdisciplinary background in Law and applied economics. He holds postgraduate specializations in Competition Law (FGV/SP) and International Law (UFRGS), as well as training in econometrics, and works at the intersection of strategic litigation and preventive legal counseling (compliance and risk management), with emphasis on antitrust, regulation, digital economy, and public policy. He currently serves as General Coordinator for Digital Economic Development at the Ministry of Sports and as an affiliated researcher at CCOM/UnB.

Throughout his career, he has held several positions at the Administrative Council for Economic Defense (CADE), including Deputy Chief Economist at the Department of Economic Studies (DEE) and General Coordinator for Antitrust Analysis at the General Superintendence. He also served in Commissioners’ offices and as Head of the Technical Advisory Office to the Presidency of CADE, directly participating in case analysis and the preparation of technical memoranda on complex antitrust matters. He contributed to the drafting of CADE’s Guidelines for the Review of Merger Transactions and received the Antitrust Writing Awards 2023 (Concurrences Review), in the “Soft Law” category, for the best article in antitrust economics.
